[applause] >> i started working for the public works department 15 years ago. we are like a family. it is a very close-knit group. i think, because of that, we get the best out of people. one of the problems we encountered in the city was we were not able to pay our vendors and contractors. people were entering data inconsistently. documents were always getting lost. payments were not going out. the numbers do not add up. everything has to flow horizontal and vertical leap. we created several modules to make it easier for contractors to attach the documents in a standardized format. we do not have to go deeper anymore. i don't have a formal education in i.t., however, i have deployed some systems when i was working for the industry, and i brought in young, energetic staff to help. we implemented this. it took three months. people knew when they were going to get paid. i think we ha
. with that the public hearing was closed and the board voted to deny the appeal. and then the board lastly voted on a final reading of the ordinance introduced by supervisor campos allowing personal service uses on the heard this and approved it at your november 29 meeting. there are two new pieces of legislation introduced this week coming your way. first was introduced by supervisor ferrell and it would allow medical service in the sacramento neighborhood commercial district. it would permit a change of use from business or professional service to medical services on the first floor. also this week supervisor avalos introduced a rather large ordinance titled conversion, demolition and conformity of residential uses. this would revise the criteria for residential conversion and standardize definitions for these uses across various use districts, permit enlargement of dwelling units which are non-conforming as to density in the districts where these dwelling units are principally increase into the non-conforming elements of height bulk are required rear yards or setbacks. this would permit alter
growth. and lastly i'll introduce ecodistricts to help accomplish these goals. a program driver, environmental goals and regulations, on the power side, there's been some city goals that have been established, one of which is to create a greenhouse citywide -- by 2030. we have goals from the state to achieve 12,000 megawatts of local renewable distributed generation by 2020. 12,000 megawatts translates to powering about nine million homes. with these goals we see a shift toward local generated renewable power. the city and state will continue to grapple with water. are we have city goals to look to reducing water demands to capturing and treating rain fall and increasing water we use. there's been a number of guidelines and ordinances that have been developed to help us do that. waste, the city has a strong goal zero waste goal by 2020. we've done well on that with our recycling program, partnering recol ji. so we're looking at how we can get the remaining -- get to our remaining 20%, how are we going to do that, and what are the larger systems to be addressed in order to meet t

part in that neighborhood. lastly, balboa park has significantly fewer impact fees. most of that area is actually public land so there's not a significant amount of new development, new private develop. that's forecasted there, but there has been one significant development there, the 1150 ocean avenue project where the new whole foods is and they built as part of their in kind agreement, they built an extension of this street here which will connect to the puc reservoir should it ever been developed in the future and they also have a pedestrian easement on another street through the project. those are just a few of the highlights. again, that's not everything that's in the plan. next year we will expect to incorporate the transit center district plan as well as the western soma which is currently before the board and the intention there is to roll that into the overall eastern neighborhoods implementation process, not to treat it separately but to look at the impact fee revenue and the projects sort of simultaneously and then at the cac as well. thank you, i'm happy to answer any q

[applause] >> i graduated from the university of california berkeley with a degree in civil engineering. i started with the department of public works in 1984. in 2003, i was asked to come to san francisco public utilities commission to take the meat on the program. i'm responsible for all the large capital projects for water, waste water, and power. it's about $12 billion of capital projects. we have a lot of projects. our water system improvement program, 80 products that span seven counties. we have a staff of about 400 city employees and about 500 consultants. puc is really embracing technology. we wanted to make sure we rea

. and then lastly, i'm not too familiar with the actual language that says when lien notices can be sent out, but i'd like to point out something that may be a possibility, which is even though the law may saline notices can't be sent out until the second bill is past due, what about sending out notices. it doesn't have to be a notice, a lien notice. it could be just a postcard oring? something like that. so, lastly, to clear this up, in the proposal they say that they would send out something 45 days after the bill was due. that's still 75 days of water usage. 75 days of water usage has occurred then under that case under the new recommendation. and that's 2-1/2 months of water usage we'll have no control about. if they do collect two months' worth of security [speaker not understood]. technically they send it out -- the date they send it out is not the date we receive t. we receive it some days later so thank you for the opportunity to speak in front of you. >> so, who with have you spoken to on our staff? >>> to todd and marge. and they're here. >> and they've been kind to you and open to you? . and lastly, we of the bar association and their resources. they're providing their legal service for you. this last thing i am going to share with you in terms of what we have seen in our office is that with the individuals, that does not necessarily mean an individual will follow up with a lawsuit. what we've seen in our office is the individual's will send you a letter and say there were compile -- compliance issues. where people get in trouble is they ignore the letter. we need to make sure it that your pro-active and responsive. when a business receives a letter, they need to contact our office. the merchants of been very proactive -- have been very pro- active. the businesses that have received a letter and passed an inspection after receiving the letter have staved off a lawsuit. the cap inspection is a very good risk management tool. often it is not as durable as you may think it to be. our office is there for you as our resources. we are able to provide our services, follow-up questions in english, spanish, cantonese, and mandarin. and then -- and then, roger, you will -- >> yes.

that are referred to in the materials before you today. so i think you can clearly find this in support. lastly, i would just like to note that even the opponents, you know, come here today, do not refute the architectural integrity of the neighborhood, and in that sense support the architectural validity that's embodied in the landmark's board proposal. thank you for your time. >> president fong: thank you. any additional public comment? ijohn jonas, might be one on the rail there. >> good afternoon, commissioners. my name is pat tura, and i am the president of the duboce triangle neighborhood association. dtna has been involved in this project for close to seven years. in 2007 the market octavia rezoning historical survey was done. in 2008 the proposed duboce park landmark district was identified and documented as eligible for the national register. in 2011, it was added to the landmark designation work program. the planning staff has done an excellent job in frameworking and doing the due diligence in working with the community to identify the value of this historical resource. they worked at t
certain circumstances and lastly, authorize the mayor's office of housing to charge a monitoring fee to verify occupancy for affordable rental units where that authority has not been explicit in the past. those are the seven changes, and the mayor's office of housing is here to help you if you have questions on those. as you know, this ordinance was introduced on december 6th, so i want to point out that the version of the ordinance that you have in your packet was prior to when i had the signed form ordinance. we have the signed form ordinance before you now. there are no substantive changes, but we didn't have this at the time that the packet was produced. we are recommending approval of the ordinance. it's in line with adopted city policy both in our housing element and in the planning code. there are three changes that i would like to recommend to your resolution. i have copies for the commission the first whereas clause is basically stating whereas now the ordinance has been introduced. because it wasn't introduced in referring to the board's file number. and then at the end, a

victims face and lastly beverly -- will make concluding remarks. she is also another vital member of our organization or our working group. a little bit of the history. six years ago a number of representatives from 22 organizations can together to work with the police department to write language access policy. we came together with the desire to improve services for the domestic violence victims and witnesses and family situations. most certainly those concerns and specific cases were at the forefront of putting together this language access policy. within two years,the police commission adopted the language access protocol, department general order 5.20. it is one of the best in the country because it is comprehensive and it gives clear guidance. it requires a san francisco police department officers to provide language access or language services to limited english proficient individuals that they encounter in their law enforcement capability, and requires services if a lap person requires assistance. in san francisco on like many police departments there's over 150 b
. and then lastly, as i mentioned, the department anticipates requesting from the preservation fund commission 250 thousand dollars to fund the work on the local interpretation to have secretary to have interior guide book, this guide book, it's not specific to local conditions, regarding the infill development in historic districts this accidenter will appropriate staff to develop [inaudible] resulting in a clear guiding document for the application of these standards citywide. so, here's an update on the budget calendar, we've come to you with a draft work program, budget application like we did with the historic preservation, today i'm presenting a draft. next wednesday, i will be going before the historic preservation commission asking for their recommendation of approval and in two weeks from today, i will be coming to this body asking for your approval of the department's budget before we submit it to the mayor on february 21. na concludes my presentation, i would be happy to answer any questions we have. >> thank you. any general public comment on this item? seeing none, general public comm
it, empowering young people to do something about it when they spot it. lastly, the partners recently announced a stop bullying video challenge where we are bringing together psa's that highlight what's happening by young people and want to give awards and celebrate that. and, as i mentioned earlier, the grants, the money, the department of education has issued 11 grants to schools. we need more, we will see as budget proposals the president's and the secretary's real commitment to this to ensure that we have some resources for innovative programs that are happening across the country for those local programs that are really changing the way their schools function and their communities see their schools and promoting those and scaling them up. >> very quickly because i know we want to move on, the attorney general launched a defending childhood initiative, i know there's a lot of philanthropy in the room, we want to work in partnership to find those innovative programs. there was a jurisdiction in north dakota that got a grant to implement some of the restoretive justice programs, t
in addition to the training. lastly is we again kind of relish the opportunity to participate in the operations against an active enemy. at least here, it's fire. we appreciate the fact we can go ahead and enter a tactical command air control. those are operations that are familiar to us and they are, it's a great exercise for us tactically as well. we are able to integrate
